Webhook State

The project's signing secret and its recent deliveries.

The secret only to an admin or an owner -- the roles that can rotate it. Anyone else, a read-only key or a connected app included, could sign messages the customer's system would trust; they get secretHidden instead, and their read does not mint a missing secret either.
