Get Changes

What changed in a run against the run before it -- the latest finished run unless run_id is given. runs lists the runs a record can be shown for.

With against, the two runs are compared directly and the result is computed now rather than read: the stored record always compares a run with the one before it, which is the wrong question once a run in between was degraded or re-baselined. Nothing is stored.
