Send counter offer to carrier

Send a counter offer to a carrier who has submitted a bid.

This endpoint is used when:
- Carrier submitted a bid that differs from the original offer
- Broker wants to negotiate by sending a counter amount

The carrier will receive an email notification with the counter offer
and a link to respond (accept, counter again, or decline).

**Flow:**
1. Carrier submits bid → status becomes NEGOTIATING
2. Broker sends counter → carrier notified
3. Carrier can: accept counter (ACCEPTED/BOOKED), submit new bid, or decline
