List available ElevenLabs voices for phone agents.

Uses AuthenticateUser (no workspace required) — returns global ElevenLabs metadata, also needed by the admin catalog editor.

Include shared/community voices from ElevenLabs Voice Library. Set to false for agent creation (shared voices cause voice_not_found).
