List previous Alma entries

Optional proposalInProgress (boolean): true while the first Alma proposal of a people import for this contact is still being written, false once it has ended (stored or failed). Clients waiting for that proposal keep polling while it is true. Absent when the server cannot tell; clients then use their own fixed wait.
