Issue an immutable exact-source pre-elimination report rollup

QA-only and admin-only in every constituent company. The submitted manifest must contain exactly one existing immutable standalone snapshot of the requested report type for every company in the sealed group version. Balance sheets additionally require the exact sealed CTA snapshot for the same group, period, currency, and constituent hashes. All snapshots must retain their current close generation and use exact shared-chart semantics. Full consolidation includes 100 percent of a partially owned subsidiary; NCI remains explicitly pending. No data, rates, mappings, companies, or accounting values are generated by this endpoint.
