Lists the MCP `report_map_issue` NDJSON queue (`SN_MAP_ISSUES_DIR`), newest first. An unset variable or empty/missing directory is an empty listing, never an error. Distinct from the DB-backed `GET /admin/map-issues` triage surface, which lists user reports filed through `POST /map-issues`.
