Draft System Skill

Draft a system skill from a plain-language prompt (LLM; no persistence).

Powers the admin "Build with MAIA" mode: the draft pre-fills the create form, which staff review and save through the audited create path. current_* let prompt act as revision feedback on an existing draft.
