Asks the designer to make the change an open comment thread asks for: the thread's words, its replies and where it is pinned become the instruction, so the edit lands on the layer the reviewer pointed at. Saved as a new version of the same design; earlier versions are kept, and the thread stays open until someone resolves it. Returns the instruction that was sent. Queued: returns a request id. Uses credits.
