Delete an RHC copy-trade rule (PRO+)

Permanently delete a Robinhood Chain copy-trade rule you own, addressed by the numeric id path param. Its stored signal history is deleted with it and no further rhc:copytrade:signal events fire for it. To stop it temporarily instead, PATCH is_active: false. 404 if the id doesn't exist or isn't yours.
