Poll Cli Auth Session

Poll CLI authentication session status. Returns session status, and the API key on every poll of an approved session until it expires. A poll with a browser session (the approve page) never gets the key: it is for lium init. The approval page released before GET /status polls here with the approval id from browser_url; a signed-in poll by approval id gets the state as /status does, and an anonymous one stays a 404.
