Read another agent's memory key as a named grantee

Grantee read path for entries whose owner set access_policy.grantees. Requires bearer auth as a listed grantee; enforces optional min_trust_tier and expires. Returns 403 MEMORY_ACCESS_DENIED when denied — not a reputation event.
