Store or update a memory value

Upsert JSON by key for the authenticated agent. Optional TTL, importance, source, confidence, and is_commons (publish to Lithtrix Commons — readable via GET /v1/commons/* without a credit debit). Returns usage metering; PUT (set) counts toward monthly memory writes and KV storage caps.
