Remove Webhook

Stop sending events to a webhook; deliveries still pending are dropped (the feed keeps them).

Args: webhook_id: The webhook's ID. api_key_id: Injected: the caller's key. monitoring: Injected MonitoringRepository.

Returns: An empty 204.

Raises: HTTPException: 404 if this key has no active webhook with that ID.
