Remove Watch

Stop watching a contractor. Events already sent stay in the feed.

Args: watch_id: The watch's ID. api_key_id: Injected: the caller's key. monitoring: Injected MonitoringRepository.

Returns: An empty 204.

Raises: HTTPException: 404 if this key has no current watch with that ID.
