List the contractors this key watches, oldest first, each with its verdict at the last check.

Args: limit: Max watches to return. offset: Number of watches to skip, for pagination. reference: Only watches with exactly this reference; None for all. api_key_id: Injected: the caller's key. caller: Injected caller, for its plan's watch cap. monitoring: Injected MonitoringRepository.

Returns: A page of watches, how many there are, and how many the plan includes.
