POST /api/v1/predictions/markets/<id>/freeze/

Halt trading on an open market.

Requires: staff user, market must be 'open'.

Response on success (HTTP 200): { "status": "frozen", "market_id": <id> }

Errors: 400 — MarketError (already frozen, terminal state, etc.) 401 — not authenticated 403 — not staff 404 — market not found
