POST /api/v1/predictions/markets/<id>/cancel/

Cancel a market and refund all positions at cost basis.

Requires: staff user, market must be 'open' or 'frozen'.

Response on success (HTTP 200): { "total_refunded": "3000.00", "positions_refunded": 7 }

Errors: 400 — MarketError (terminal state, etc.) 401 — not authenticated 403 — not staff 404 — market not found
