DEV ONLY: Skip on-chain payment — calls record_payment() with fake tx.

Gate is an explicit MODE == 'dev' check rather than settings.DEBUG. Relying on DEBUG is fragile: a misconfigured environment that sets DEBUG=True in a shared/staging instance would silently re-enable this endpoint. MODE is an explicit environment discriminator.
