Submit the application
Submits the completed application for review. If the partner rejects it as incomplete, the reply says what is still missing rather than failing opaquely.
A Firebase callable. Callables wrap the request in {"data": ...} and the reply in {"result": ...}. Send the id_token from /auth as a Bearer token. Free.
