Get Kol Outreach Cached

Cache-only read for the cold-outreach draft. Returns 200 with null body when nothing's cached — the OutreachPanel uses that signal to render the "Generate with AI" CTA instead of an empty template.

Never calls the LLM. POST at the same path is the generate-or-refresh entry point.
