Reassign Service Ira

Cancel the outstanding IRA request and resend it to a different recipient. Canceled responses are excluded from scoring, so the new recipient's answers become the authoritative input once submitted.

A task that skipped the questionnaire at review creation (manual_override, form_id null) has no outstanding request to cancel — this instead sends the questionnaire for the first time, as long as the review flow has an IRA template configured. That form-less path is also available on an already-completed task, mirroring "complete yourself": a reviewer who set the assessment manually may change their mind and send the real questionnaire to the vendor after all, which reopens the task.

A task with an actual form (outstanding or submitted) can only be reassigned while still pending — once it's completed, sending a fresh questionnaire is no longer available for it.
