Cancel Service Ira Request

Cancel the outstanding IRA request without sending a replacement.

This drops the task back to the same "skipped questionnaire" state as a task that had manual_override set at review creation (form_id None): the reviewer sets inherent risk/criticality manually, and can still send a fresh questionnaire later via reassign if an IRA template is configured — so an accidental cancel is always recoverable.

A task that was already manually completed (set_inherent_risk populated) before being reopened via reassign — sending the questionnaire out, then canceling it — goes right back to completed, matching update_review_task's own rule for a form-less task. Otherwise it stays pending, same as a task that's never had a risk value set.
