List all users with their memory statistics.
Admin-only endpoint.

Args: user: Authenticated admin user db: Database session limit: Maximum number of users to return offset: Pagination offset include_workspaces: Include workspace membership info search: Search by email or name (partial match) workspace_id: Filter by workspace ID role: Filter by system role (admin/user) plan: Filter by plan tier (free/basic/pro/promax) sort: Sort field (created_at, last_login, memory_count)
Returns: List of users with memory counts, storage usage, and optionally workspace info
