Cancel Force Transfer Request

Dual-control (#1113): retract a pending force-transfer request.

System-admin-gated. Lets an admin cancel a pending request (e.g. filed in error) without having to initiate a fresh one to supersede it. Refused with 409 if the request is not pending.
