Get Force Transfer Request

Dual-control (#1113): inspect a force-transfer request before approving.

System-admin-gated read so the SECOND admin can verify the target, reason, and initiator before calling /approve — making four-eyes an informed review rather than a blind second button-press. 404 if no such request.
