Offer - Display by id

Returns a single active offer's consumer-facing display fields by id — for a direct render when the caller already knows the offer (deep link, or a second render of a matched offer). No eligibility gating (schedule / zipcode / caps / lockout) is applied here, mirroring /jobs/{id}; the matcher endpoint is where eligibility is enforced. 404 if the offer is missing, inactive, or paused.
