System - Provider Status

Per-provider serving + budget + inventory report for the admin dashboard. Shows which providers are currently serving (paid / organic), each active campaign's remaining budget, and how many jobs the provider has in the Solr index. Serving state + spend are free reads of the sponsor:refresh-budgets cache (money is NOT recomputed here); job counts come fresh from Solr. meta.refresh_stale=true means sponsor:refresh-budgets has stopped firing and the serving/spend numbers are stale. Optional provider query param limits to one job_provider_id. Money as strings.
