System - Health Summary

One-screen platform health report. Aggregates individual health probes across the platform's core dependencies. Every field is best-effort — a failed probe yields {up: false} for that block rather than 500ing the whole endpoint. Use for the admin dashboard's "is the platform healthy?" widget and for external monitoring integration.
