System - Budget Status

Campaign-cache health probe (admin-scoped mirror of the public endpoint). Same body shape as GET /api/v1/jobs/budget-status. Provided on the admin surface so admin dashboards don't have to reach across into the public tier. Alert-worthy fields: stale_warning=true (refresh task stopped firing) and live_providers=false (/jobs/search is currently returning empty).
