Issues a key bound to this project and its current runtime. The secret is returned once and is not recoverable or available from list reads. Store it securely. Each successful call creates a new key. Do not retry blindly after an uncertain response. Requires consent.keys.write, projects.read and projects.write, with an admin or owner role. Subject to rollout-agent-access-writes and allow-public-agent-writes. Organization API keys cannot call this operation.
