Revoke a Consent runtime key

Directly verifies project identity and organization metadata without enumerating keys, then permanently revokes the selected key. Works after the project runtime is removed. Does not accept a request body. An unknown or foreign key returns NOT_FOUND. No secret is returned. Requires consent.keys.write, projects.read and projects.write, with an admin or owner role. Subject to rollout-agent-access-writes and allow-public-agent-writes. Organization API keys cannot call this operation.
