Resolve many public figures in one request

Public, no auth. Batch-resolves up to 50 handles for the kiosk wall and the directory grid. A handle that is private, that does not exist, or that is malformed all produce the SAME outcome - the row is simply absent - so this cannot be used as a membership oracle; count is the number of rows RETURNED, never the number asked for. unlockCount is null (never 0) when no snapshot is cached: unknown is not zero.
