Read the figure moderation log and the public index

Clerk session + operator ring. Deliberately NOT dual-auth: an agent that wants moderation uses the ic_admin_funko_* MCP tools, where the gate is admin:funko_review plus a live-tier re-check. Keeping the REST side session-only means there is exactly one way a token can reach moderation, and it is the one with the freshness check on it.
