Start virtual machine

Initiates the startup of a virtual machine. Supply the virtual machine ID in the path to initiate the starting of the specified virtual machine.

State requirement: This operation requires the VM to be in the SHUTOFF state. Calls against a VM in any other state return 400 with error_reason: bad_request.
