Save answers to one carrier application

The write half of the workspace. session_id is the ApplicationSection.application_id. Send answers keyed by the program's question keys in field_changes (clears in explicit_clears, list edits in collection_operations) together with the application's current answer_revision and schema_fingerprint. Idempotent per operation_id. Returns a receipt with the refreshed application, the keys applied and rejected, and any shared-fact changes the answers implied (Hedge maps facts across the submission's other applications asynchronously; watch the changes stream). Requires the broker_submit scope.
