Generate Install

Generate a patch set describing the changes needed to install the GTM spine.

Server-side only: returns a PatchSetResponse whose patches array describes the file changes (new files, modifications, snippets to add). The caller is responsible for applying them to the local filesystem — typically the g8 CLI, but any MCP client can consume the patch array directly. Follow up with POST /install/apply once patches are on disk.
