Apply Install

Record that the latest patch set has been applied client-side.

This is a bookkeeping call. The server flips patch_sets.status from PREVIEW to APPLIED so follow-up scans know the install is live; no files are written by this endpoint. The actual filesystem write must be performed by the caller (typically the g8 CLI) before calling this.
