Unarchive Quote

Restore an archived quote to the active list.

A quote that is not archived comes back unchanged - unarchiving an already active quote is a no-op and announces nothing. Stated because the sibling sequence unarchive raises 403 unconditionally and had to be withdrawn from the contract; this one is genuinely callable.
