Approve Signer Change

Approve the buyer's pending signer change: the new signer is sent the signing link.

Needs write access to the quote AND being its owner or an organisation admin (403 not_quote_owner_or_admin). The buyer who asked, or the person named, can never decide it (403 own_request). Approving twice returns the same quote.
