Archive a close reason.
ENTRY GATE: _REASON_MUTATE_PERMISSIONS, the SAME route dependency the app declares. Beyond the gate the decision is CREATOR OR MANAGER, not manager-only - the app's own note: manager-only removal "would make every rep's typo permanent and org-wide, in a list" a rep is expected to extend inline. can_manage (forwarded to the app handler) enforces that in-body creator-or-manager check, and tells a caller in advance which rows they may remove.
