Immediately fan-out a run for the given schedule (Run Now).

Creates one schedule_runs row, one control-plane backup job, and one backup job per supported external service — all in a single transaction. Returns 202 Accepted with a [ScheduleRunResponse] containing the new schedule_run_id and the list of enqueued jobs. Returns 409 Conflict if a run for this schedule is already in flight or if the schedule is disabled.
