AARP: poll a task for its terminal state

Task status for an open access request (wallet-scoped: any of the wallet's agent keys). pending until the owner decides or the policy timeout settles it; approved carries result.mode 'reevaluate' and the approval object — present it back to POST /access/v1/evaluation as context.approval to redeem the one-use grant.
