Resume a plan-limited multi-question Study run

Continue a confirmed multi-question run that stopped at a plan limit (status: plan_limited), in place and with its original confirmed questions and answer contracts. Questions that already have answers are not asked again. Requires a paid plan; the worker re-checks every remaining allowance before each question, so a run can stop at a limit again.
