Download a study export

Authorize access, then redirect to a short-lived signed Storage URL for a completed export in any supported format. Pass jobId for one exact artifact, or kind and format for the latest completed export of that type. With no query the latest persisted full-report PDF is served. The web service never buffers the export file.
