Cli Login Start

Begin a device-style CLI login (no auth — the caller has no credential yet, that is the point). Returns a one-time code the CLI shows to a human together with the authorize URL, plus the short user_code the browser will display back so the human can confirm they are approving this sign-in; the human's browser session completes it.
