WorldCupAdmin

Manually triggers the World Cup fixtures-sync job. Polls football-data.org for the full calendar and writes/fills knockout matches in worldcup.json (id, kickoff lock, team codes) for every match whose teams are now decided. ENQUEUES the job and returns immediately. Pass dryRun=true to log the planned add/fill set without writing the file or busting any cache.
