Challenges

Queues the export of the FULL World Cup prediction leaderboard for a challenge. Follows the same async export convention as the other dashboard exports (e.g. /achievements/export): a background ExtractReportJob streams the CSV to S3 and emails the requester a download link; the response just confirms the job was queued.
