Pub/Sub push subscription endpoint for Google's Real-Time Developer Notifications. We treat RC as the primary source of truth and use this purely as a backstop, so the implementation is intentionally minimal — log + return 200 so Pub/Sub considers the message delivered. A future ticket can wire up Android Publisher API verification once we have real RTDN traffic to test against.
