GET variant of live-translate for frontend query-param calls.

Signed in only (2026-09-18 route-auth review). It reads nobody's data, but it is a paid translation API that answered anybody who asked; test_every_route_answers.py had already flagged it in its "worth a look" list. Every caller (InputExerciseSlot, LiveCallAssistant, LiveTranslation, useDeepgramWebSocket) already sends the token.
